Construction Updates - 2016 Season

Street/utility projects:

Lake Drive-Conlon to Bagley (street and utilities)-Complete

Street-grind and resurface projects:

Sidewalk program:

*Grinding sidewalk trip hazards are scheduled to take place during the month of November.
*Sidewalk replacement sections will be removed and replaced in spring 2017.
*The targeted replacement are was last inspected in 2002.  The area is general Oakwood south to the target area of Albert and then Breton east towards Lake/Woodlawn/Andover.
*Progress in the targeted are is subject to the available budget.
 
Street PASER ratings updated: 
 
Each year the City of East Grand Rapids collaborates with the Grand Valley Metro Council to conduct a pavement surface evaluation and rating (PASER) assessment of all City streets.  This provides and asset management rating that assists updating and developing current and future capital improvement plans for street projects.

OCTOBER 20, 2016

Lake Drive Project:

• Punch list items continue to be completed.

Conlon Ave water main/street project (Conlon-Oakwood to Berwyk):

• Project is completed.
• Punch list items will be addressed over the next several weeks.

Rosewood Ave water main/storm-sanitary CIPP-street project Rosewood-Sherman to Robinson:

• Project is completed.
• Punch list items will be addressed over the next several weeks.

Grind and resurface street projects: Manhattan (Cascade to Reeds Lake Blvd) and Gilmour (Kenesaw to Breton):

• Spot curb replacement is completed.
• Manhole castings lowered completed.
• Mill for removing asphalt is tentatively scheduled for the week of 10/17/16.
• Asphalt paving is tentatively scheduled for the week of 10/17/16 or 10/24/17.
• Scheduling and progress is subject to weather.

Reeds Lake Blvd in Grand Rapids Township:

The Kent County Road Commission placed a new culvert drain beneath Reeds Lake Blvd near Hall St. and the East Beltline in Grand Rapids Township (which impacts EGR residents). This has helped address water some of the flooding issues over the roadway. The Road Commission will be temporarily raising the roadway in the near future.

Storm sewer catch basins:

With the fall season upon us the City asks that residents adopt storm sewer catch basins near their homes and keep them clear. This time of year catch basins easily plug from leaves causing localized street flooding when it rains. By keeping catch basins clear, localized flooding is mitigated and storm water quality is improved.

SEPTEMBER 30, 2016

Lake Drive Project:

• Punch list items continue to be completed. Next week the contractor will have a vactor truck out to clear any basins and structures of any construction debris. Other punch list items will also continue to be addressed next week.
• All of the new trees have been planted at the middle school.

Conlon Ave water main/street project (Conlon-Oakwood to Berwyk):

• The large valve replacements (24 and 30 inch valves) for the portion of Conlon from Albert to Berwyk will start at Albert and Conlon late started as planned this week. As of this evening the 24 inch valve located at Conlon and Albert was successfully replaced where the main 30 inch line reduces to a 24 inch main.
• As has been stated before we have 4 large valves (24 and 30 inch) that have to be replaced before the final course of asphalt is placed. Next week the two remaining valves on Conlon towards Berwyk will be replaced (the last remaining valve is on Norfolk in GR).
• Depending on how the valve replacements go next week and depending on the weather the final course of pavement will be placed during the week of the 10th October or the week of the 17th of October.

Rosewood Ave water main/street project Rosewood-Lake to Wealthy):

• The road base, curb, approaches, sidewalk, etc. is all completed and the road is ready for the base/leveling course of asphalt. This paving is tentatively scheduled for early next week depending on weather.

Oakwood-Conlon-Lake:

• The City had a water main break this week. City DPW staff did a great job making the repair. We are getting quotes for the asphalt patch and should have it in over the next week and a half.

Grind and resurface street projects:

• Manhattan (Cascade to Reeds Lake Blvd) and Gilmour (Kenesaw to Breton): Spot curb replacement on these segments of streets has been completed or is underway. This work will be completed next week and depending on the weather both will be milled out in preparation for the base layer of asphalt which is a few weeks away.
• Rosewood (Sherman to Lake and Wealthy to Robinson): Spot curb replacement is completed and these segments were milled out this week. Early next week they are scheduled for paving.

SEPTEMBER 23, 2016

Lake Drive Project:

• Punch list items continue to be completed. This week two structures, at Lake/Lake Grove and Lake/Ogden were addressed as well as the middle school drive. We still have about 20 items to complete from the punch list.
• This week four of the eight trees were planted on the right of way between the middle school and Lake Drive. These are larger caliper trees (6 inch caliper). The remaining trees will be planted where they are staked and marked with a white circle (spray paint) next week. The trees and locations were all approved by EGRPS. As a reminder, five trees were originally removed for the consumers energy work and we are replacing them with eight trees that are more suitable for the locations.

Conlon Ave water main/street project (Conlon-Oakwood to Berwyk):

• Casting structures (manhole and valve structures) were raised this week (they are lowered/removed for the mill that removed the road then placed and adjusted after the base/leveling course of asphalt to be ready for the final course of asphalt).
• The large valve replacements (24 and 30 inch valves) for the portion of Conlon from Albert to Berwyk will start at Albert and Conlon late next week. We have 4 large valves that have to be replaced before the final course of asphalt is placed. We will be 2-3 weeks out for this final layer of asphalt because of the sensitive nature of these valve replacements.

Rosewood Ave water main/street project Rosewood-Lake to Wealthy):

• Aggregate base on Rosewood was completed this week to prepare for the base/leveling course of asphalt
• Concrete curb and gutter was also completed this week with drive approaches scheduled for Saturday (weather dependent)
• Sidewalk and ADA work is scheduled for next week

Grind and resurface street projects:

Manhattan Rd (Manhattan-Cascade to Reeds Lake Blvd), Gilmour St (Kenesaw to Breton), Rosewood Ave (Sherman to Lake and Wealthy to Robinson)

• Spot curb replacement along these project areas started this week as planned
• Casting structures will be lowered and adjusted over the next few weeks

Paving for all of these streets is scheduled for about three weeks out for completion all around the same time. This is of course weather dependent.

SEPTEMBER 16, 2016

Conlon Ave water main/street project (Conlon-Oakwood to Berwyk):

• ADA sidewalks ramps, drive approaches and curb work was completed this week
• This week the remaining asphalt on Conlon was milled from Oakwood to Berwyk
• Base and leveling course of asphalt is tentatively scheduled for this Friday (depending on weather)
• The final course of asphalt will not be completed until several large water main valves are replaced from Albert back to Berwyk. It is anticipated that it will be 2-3 weeks until this work is completed due to the specialization of the parts and process unique to this work.

Rosewood Ave water main/street project Rosewood-Lake to Wealthy):

• Water services from the new main to homes were installed this week
• Cured in place sanitary and storm sewer pipe has been completed
• Road building will start and continue over the next few weeks

Grind and resurface street projects:

Manhattan Rd (Manhattan-Cascade to Reeds Lake Blvd), Gilmour St (Kenesaw to Breton), Rosewood Ave (Sherman to Lake and Wealthy to Robinson)

• Spot curb replacement along this project will take place over the next few weeks

SEPTEMBER 9, 2016:

Lake Drive Project:
• Punch list items will be completed over the next few weeks.

Conlon Avenue:
• The road base on the west side of the road where the new water main was put it was completed this week.
• ADA ramps and drive approaches were mostly completed by the end of this week.
• Milling and base asphalt layer is tentatively scheduled for next week.
Rosewood:
• Water services started this week. About half of the block is completed. Depending on weather this will take another week and a half.

Other Roads:
• Manhattan from Cascade to Reeds Lake Blvd. as well as Gilmour from Kenesaw to Breton will have spot curb replacement starting next week.
• Milling and base course of asphalt are tentatively scheduled for next week.

AUGUST 26, 2016 UPDATE:

Lake Drive Project:

* Items that did not meet required standards were removed and replaced at the expense of the contractor. This is a normal part of the inspection and construction process.
* Paving of the final course of asphalt is scheduled for Monday 8/29/16 weather permitting.
* The final leg of the brick paver sidewalks is tentatively scheduled to be completed Monday 8/29/16.
* Pavement markings are tentatively scheduled for Tuesday 8/30/16.
* Hydro seed for restorations is tentatively scheduled for Tuesday 8/30/16.
* Traffic signal installation and programing is completed. The signal has sensor detection at all four legs so the signal will run per the normal programmed mode during the day and utilize the sensors for traffic in the evening.
* Electric connection by Consumers Energy for the traffic signals is scheduled to be completed by Wednesday. Consumers Energy has been extremely busy in West Michigan with the recent outages from storm damage, but after lots of communication, they advised by Wednesday the connection would be completed so the signal will function.
* This is the last week of the 2016 Lake Drive project and it will be completed on time 9/3/16 or earlier.

Conlon Avenue:
* The water main replacement between Albert and Oakwood has moved along well this week. The tie-ins of the new 12 inch main to the 6 inch side street mains from Oakwood to Albert were completed.
* Removals of concrete intersections and other curb was completed this week.
* The week of 8/29/16 curb will be going in on the west side of the road.

Rosewood:
* The tie-in for the new main to Lake will take place Monday 8/29/16, following a tie in at Wealthy.
* Services will start going in at an anticipated rate of 4-5 per day. This will take about a week and a half.
* Cured in place pipe for sanitary and storm sewer rehabilitation is tentatively scheduled for Thursday 9/1/16 and Friday 9/2/16.

Storm Cleanup: DPW crews did a great job over last weekend and this week with storm clean-up combined with staying right on schedule with regular yard waste collection. Multiple crews worked so that we could complete cleanup areas impacted by the storm (mostly west of Plymouth) while also staying on schedule for the remainder of the City so there was no disruption or delay with service.

Gaslight Village: 
* This week in Gaslight Village an environmental firm, under DEQ permit, decommissioned several monitoring wells from old fuel stations near Sheldon Cleaners (former Amoco and Texaco stations). The work was completed without disruption to traffic.
* The manifold boxes that were scheduled to be raised/repaired are nearly completed. There are a few orange barrels out and those are covering these.

AUGUST 17, 2016 UPDATE:

Lake Drive Project:
* The eastern half of Lake Drive has been paved with the base and leveling course today with a few sections getting leveling course tomorrow.
* Late next week we are tentatively looking at getting the final top course of asphalt.
* The brick crosswalks are being placed this week 
* The traffic signal is also on the schedule for next week.
* Some sidewalk and curb did not meet the inspection grade requirements and these sections will be removed and replaced next week. If you walk the site, you will note these sections that are marked. Our inspectors and staff are making sure that we meet MDOT standards and meet high standards for the City, so if you see these removals or are asked, this is actually a good thing.
* The project is currently on schedule to be completed on the original completion date of September 3

Conlon Avenue: The water main replacement between Albert Dr and Oakwood was passed bacteria tests today. The construction crew will begin tie-ins (connecting the main into the grid system to feed smaller distribution mains). Work on tie-ins will start Thursday and Friday on Oakwood heading south to Albert through the next few weeks.

Rosewood:
* This water main also passed bacteria testing today.
* The crew will start water services and work on these over the next few weeks.
*Because Rosewood has several identified, resident owned lead services, we will be giving these home special flushing instructions as we replace the city side of the service.

Mosquito Pellets: With West Nile showing up in west Michigan we have responded by placing mosquito pellets in our storm sewer system by placing them in over 1,200 catch basins this week. Natural storm water drainage areas like Beechwood and Arundel were sprayed by our staff.

AUG 12, 2016 CONSTRUCTION UPDATE

Lake Drive:

*The intersection the concrete foundations were poured this week. Next week the bricks will be placed for the crosswalks.
*Base and leveling courses of asphalt for the eastern half of the project (Lake-Breton to Conlon) is now scheduled for Monday, August 15. 
*The eastern half of the project has had some curb and drive approached not pass grade inspection, so next week these areas that are marked with pink paint will be removed and replaced.
*Traffic signal poles are anticipated to be delivered to the site next week.

Conlon Avenue:

*The water main replacement between Albert Dr and Oakwood was pressure tested this week and passed on Thursday. Next week the main will be chlorinated and have bacteria tests conducted. Once they pass, the tie in 6-inch mains will be connected to the transmission main. When testing takes place, sometimes residents may think no work is taking place, but this isn’t true. Tie-ins and restorations cannot start until we know that the main meets all of the standards from pressure and bacteria testing to know it is ready to deliver water safely to residents.

Rosewood:

*The 6 inch distribution water main is 100% installed. It will be pressure tested early next week.*
*The main will be pressure tested next week, and depending on timing, we may also be able to chlorinate and get bacteria testing also completed. 
*After testing is completed, new water services will be run from the main to stop boxes.

Robinson/Oxford Cape Seals:

*The top asphalt slurry seal was applied to Oxford and Robinson stretches of road this week as planned. Pavement markings for Robinson Rd are scheduled for next week, weather permitting.

Grind and Resurface/Reconstruction Projects:

*Additional grind and resurface streets are Manhattan from Reeds Lake Blvd to Cascade and Gilmour from Kenesaw to Breton. Notices were mailed out to residents this week for advance notice.

Crack Sealing-Street Maintenance

*Our DPW staff have started crack sealing local streets this week. This will take place through September.

Gaslight Village

*There are several orange traffic barrels along the sidewalk in Gaslight Village. They are covering manifold valve boxes that have been raised for the snowmelt system.

Plymouth Rd/Blodgett

*The Blodgett main break repair was completed this afternoon and the Site Drive-drive approach was paved this afternoon just as rain was coming into the area. Plymouth Rd is open with a slight traffic shift until the excavator is removed by tonight or tomorrow morning.

AUGUST 5, 2016 CONSTRUCTION UPDATE

Lake Drive:

*Drive approaches, spot sidewalk replacement and ADA ramps were poured this week this week on the eastern half of the project-phase 1 (Lake-Breton to Conlon). This will continue into next week.

*The intersection will have asphalt removals in advance of the concrete foundations for the brick being poured next week.

*Base and leveling courses of asphalt for the eastern half of the project (Lake-Breton to Conlon) is scheduled for next week. The paving will conclude the daily watering of Lake Drive that takes place for dust control.

*Traffic signal poles are anticipated to show up around August 15 with install to immediately follow.

*DPW crews have been through the west half of the project to clean all catch basins and sewers and will transition to the east half next week. We want to make sure that any construction dirt/debris that made it past silt sacks in catch basins or made it into sewer manholes is removed before the project is completed.

Conlon Avenue:

*The water main replacement between Albert Dr and Oakwood is 100% in.
*The main is currently being pressure tested over the weekend into next week.
*After pressure testing is completed and passes, we the main will be chlorinated and subsequent bacteria samples/testing will be conducted before it is brought into service.
*Street and curb, spot sidewalk and drive approach replacement work will start taking place over the next week after new road base is placed on the west half of the roadway where the new man was laid.

Rosewood:

*Rosewood was milled out this week as planned and the curb was all removed today. 
*New water main and materials were also delivered to the site.
*The pipe crew that just completed Conlon will be transitioning over to Rosewood next week. 
*The water main will be placed on the west side of the street.

Robinson/Oxford Cape Seals:

*The top asphalt slurry seal will be applied to the cape seals for Oxford and Robinson next week. A pavement marking crew has been scheduled to paint Robinson Rd to match Grand Rapids and the Kent County Road Commission jurisdictions following this.

Grind and Resurface/Reconstruction Projects

*Additional grind and resurface streets are Manhattan from Reeds Lake Blvd to Cascade and Gilmour from Kenesaw to Breton.

Crack Sealing-Street Maintenance:

*Our DPW staff have completed the spray patching preventative maintenance scheduled for this summer and using rented equipment have transitioned to crack sealing.

JULY 31, 2016 CONSTRUCTION UPDATE

Lake Drive:

*Paving of the base layer of asphalt on the western half of the project (Lake-Breton to Bagley)
*Curb was placed this week on the eastern half of the project (Lake-Breton to Conlon).
*The intersection will have some asphalt removals for the concrete foundations that will go in over the next few weeks along with the brick for the crosswalks.
*Paving for the eastern half of the project and remaining top level will take place over the next 2-3 weeks.

Conlon Avenue:

*The water main replacement between Albert Dr and Oakwood is approximately 65% completed.
*Thanks to the work of our DPW staff, they have been able to complete isolation of the 12 and 24 inch mains in this area so the contractor can keep moving along.
· The contractor is at Conlon and Elmwood and has, so far, found 13 repair sleeves on this stretch of water main from previous main breaks.

Rosewood:

*Rosewood between Lake and Wealthy will be milled out next week in anticipation of the water main contractor pipe crew finishing up on Conlon and moving over there. 
*DTE has completed the coordinated gas main replacement on this block this week

Robinson/Oxford Cape Seals:

*Oxford from Englewood to end and Robinson Rd from Woodmere to Briarwood have been fully prepped by EGR DPW staff and received the first layer of the cape seal preventative maintenance treatment. Within the next few weeks, the second treatment will take place. Both streets are open to traffic.

Grind and Resurface/Reconstruction Projects:
*Additional grind and resurface streets are Manhattan from Reeds Lake Blvd to Cascade and Gilmour from Kenesaw to Breton.

JULY 21, 2016 CONSTRUCTION UPDATE.

Lake Drive:

* The water main replacement is completed along with sanitary and storm sewer work. 
* Several valves have been exercised, which could cause some water discoloration. If this occurs, run cold water from a sink in a low area like a basement for several minutes to clear an minerals in the line.
* The west section of Lake Drive (Breton to Bagley) has 90% of the curb, sidewalk and drive approach completed. Road base is in place. 
* The east section of Lake Drive (Conlon to Breton) will have curb, sidewalk and drive approach work beginning next week. The placement of the road base will follow. 
* The new traffic signal foundations and conduit are installed.

Conlon Avenue:

* The water main replacement between Albert Dr and Oakwood is approximately 25% complete. There may be intermittent disturbances to water service to residents in the immediate area. The contractor or City staff will place door hangers out regarding any planned disturbances to service, however it is not always possible to know in advance of a problem that might occur that would impact service. The City appreciates patience and understanding during this process.
* Street work will conclude for street grind and resurface of Conlon between Berwyk and Oakwood at the completion of the water main replacement project.

Rosewood:

* Water main replacement for Rosewood Ave between Lake and Wealthy will start when the DTE/Miller Pipeline crew is finished with gas main replacement and the Conlon water main project is completed.

Grind and Resurface/Reconstruction Projects:

* Beyond the utility projects noted above, additional grind and resurface streets are Manhattan from Reeds Lake Blvd to Cascade and Gilmour from Kenesaw to Breton. Notices will be out shortly to residents of these impacted streets and areas advising them of estimates start/end dates and additional project information.

Cape Seals:

* Preventative maintenance cape seals are scheduled for late August for Robinson between Woodmere and Briarwood and Oxford from Englewood to the end. Additional notices will be out to residents of these impacted streets in advance of these projects.

JULY 18, 2016 CONSTRUCTION UPDATE.

Lake Drive Project: 
* Curb and gutter is completed on Lake Drive west of Breton in the phase 2 portion. There are several drive approaches to complete the week of July 18.

* Asphalt Paving is now tentatively scheduled for the phase 2 portion of the project the week of July 18 due to rain last week.

* Water main tie in work was scheduled for Saturday 7/16 at the Breton and Lake intersection. This will complete the water main work for this project.

Hydrant Maintenance and Asset Management Program: DPW staff has also been doing a great job with the hydrant maintenance and asset management program. As of the end of this week 175 hydrants, or 35% have been completed.

Local Street and Utility Projects: The Conlon street and water main replacement project started the week of 7/11. The west side of the street was milled and the water main replacement has been completed from Albert running north to Maplewood. The main replacement will go to Oakwood.

JULY 8, 2016 CONSTRUCTION UPDATE.

Lake Drive Project: 
• Strain Electric has set and poured new mast arm foundations for the new traffic signal at the Breton/Lake/Lakeside intersection.
• Curb and gutter is going in on Lake Drive west of Breton in phase 2.
• Drive approaches were poured Saturday 7/9/16.
• New storm sewer was installed to replace the clay tile which connects into Breton structure. All Storm Sewer work is complete from Conlon to Kenesaw. 
• Asphalt paving is scheduled for the week of July 11 on the west half of Lake from Breton to Bagley in the phase 2 zone if weather cooperates.
• Water main tie in work is scheduled for Saturday July 16 at the Breton and Lake intersection. This will complete the water main work for this project. This will require water be shut down to the municipal complex. The Library will close on Saturday since there will be no water service to the building.

Local Street and Utility Projects: The next street/utility project will be starting Monday 7/11 on Conlon between Albert and Oakwood. The west side of the street will be milled and the water main replacement will start afterwards. The Rosewood water main project will start right after DTE/Miller Pipeline complete the new gas main on Rosewood between Lake and Wealthy.

Briarwood Lift Station: The Briarwood lift station project is almost complete. The Public Works staff did confined space training along with visual inspection of the drywell (about 20-25 feet below street level at Briarwood and Wealthy).
